How can I keep grass from growing up through my gravel (with sand base) rock garden without using poisons?

My plan was to design a maintenance free patio, but now I’m constantly having to pull hundreds of little grass shoots up from my patio and it’s anything but maintenance free! Please help!

    More gravel. More sand. If no light shines down to give them energy, then they can’t grow.
